Dr. Xia Liping is Director of the Center for Polar and Oceanic Studies, Tongji University, and Deputy Dean of Institute of China’s Strategy and Professor of School of Political Science & International Relations at Tongji University in Shanghai.  He is Vice President of Shanghai Association of American Studies and Chief Supervisor of Shanghai Institute for International Strategic Studies (SIISS).  He is also Senior Guest Fellow of Institute of International Technology and Economics in Center for Development Studies under the PRC State Council. He specializes in East Asian security, nuclear nonproliferation, global governance, and China’s foreign strategy. He has published many books and papers.  Five of his latest books are “Governance and Development in the Arctic”, “China’s National Security and Geo-politics”, “Contemporary International System and Strategic Relations among Major Powers”, “ U.S. Nuclear Strategy and International Nuclear Non-proliferation since the End of the Cold War”, “China’s Peaceful rise” and “Security and Arms Control in the Asia-Pacific Region”.  He was Senior Fellow at the Atlantic Council of the United States from 1994-1995, visiting scholar at Monterrey Institute of International Studies in 1999, the Hong Kong University in 2002, the Stockholm University in 2005, the Friedrich-Ebert-Stiftung EU Office in Brussels in April-May 2009, and visiting professor of University of Pennsylvania in March 2013.

He got a Ph.D. in world history from the East China Normal University in July 2007.  From December 2007 to April 2008, he was Director of Department of American Studies, and Director of Center for Latin American Studies at Shanghai Institute for International Studies (SIIS). From 1999 to November 2007, he was Director of Department of Strategic Studies at SIIS.
